Fukuyama worked for the Ministry of Economy, Trade and Industry (METI) (Trade Policy Bureau, Multilateral Trade System Department, Asia and Pacific Division, Conformity Assessment Division) and Deloitte Tohmatsu Consulting prior to joining Owls Consulting Group.
Fukuyama has extensive knowledge in the fields of trade and international affairs, including import/export customs clearance practices, interpretation of FTA/EPA rules, and analysis of international affairs.
In recent years, Fukuyama has been involved in projects and writings related to economic security measures and global trends in digital regulations.
Fukuyama is co-author of the book "Comprehensive FTA Guideline to Increase Corporate Profit" (Nikkei Business Publications, Inc., 2018). Fukuyama has also contributed to various publications such as "Expert Perspectives on RCEP Signing" (NIKKEI, 2020)and "Specialists' Views on Japan-UK EPA Signing" (NIKKEI, 2020), served as a panelist for the webinar "The Power Balance in the Indo-Pacific and the Future of the Shifting International Order" held by Center for International Economic Collaboration in 2023. Fukuyama has given many lectures and contributed articles on trade, international affairs, Rule-making to major publications such as Nikkei, Nikkei Business Daily, World Economic Review, The Japan Chamber of Commerce and Industry and Japan Machinery Center for Trade and Investment.
Fukuyama is the registered customs specialist and a member of the U.S. Study Group of the Institute for International Trade and Investment (ITI).
Fukuyama is a certified customs officer.
